Some guys just like to be charming whatever the looks of the woman they're talking to. There's also the forever horny ones who will flirt at every opportunity that tits are pointing at them. And since he's in a position of power, why wouldn't he take advantage of that? She could be great p*ssy for all he knows.

It's less and less common these days. If the movie wanted to inject a little realism, they should have had Cecelia report him to his superiors. And no guy is horny without an object to stimulate that desire, and not just any pair of "tits pointing at them" will do. BTW, among other things in this movie that are ridiculous if you think about them, is the fact that she didn't bother to check that her portfolio was all in order before her interview.
In the few scenes like that one when she was not being made to look haggard and beaten down, she was attractive. Not model attractive but attractive for a real world situation.
