Why didn't they cut General Riga's throat?

When they broke Will and Allanon out of prison and he was knocked out?

It made no sense. They just left this incredibly dangerous enemy alive to come after them. Think of how many lives they may have saved if they had killed him then. The Queen, Ander, etc...
