They showed him faking one, but that doesn't explain all the other ones.

I haven´t listened to this interview yet but maybe itĺl explain how he did it... just watched this film for the first time last night so I´m curious about the ¨real¨ Steve Russell as well:

I watched a documentary on him many years ago, before this film was released. And it said he basically used multiple phone numbers. He could also use several different voices.

I watched a documentary on him on YouTube. He set up multiple phone numbers that led to answering machines, and he'd call back using fake voices and personas giving himself high recommendations.
