Isn't this movie a remake of Tracy

Hello:

When I saw this movie on TV, it came to my mind the classic Bad Day at Black Rock, with Spencer Tracy and Robert Ryan.

Valorations aside, isn't this title, Conspiracy, a free-adapted remake of that?

I thought exactly the same thing, except in the first version they actually had actors.
