What's with the random lags in animation?

This show will go from moving fluidly to all of a sudden slowing to what looks like 7 frames per second, why can't it all just be smooth? It looks cheap. And all character movement seem to follow the basic animation: Character will say something while moving towards the camera a little, pause, then suddenly jerk toward the camera again and say something before cutting away to something else.

What's weird is the lag seems to happen the most when there's only like one character talking on screen, and then it's back to being fluid during a high speed battle in the air involving a few different characters and their vehicles.

That seemed really odd to me too. I wish I had an answer as to why it did that though.
