Who gave birth to the first blue fish?

I am not sure if this is a plot hole, but who gave birth to the first blue fish that Dory discovered while cleaning the toilets? If it is featured so prominently, should it not lead to some enlightening conclusion at the end?

And instead of saying sorry a stranger via a message in the bottle at the end, shouldn't Dory apologize to the girl (Amelia?) for breaking her mobilephone (and perhaps going on a date with her now that he is more confident and in control?)

In anycase, I adore and love the movie. Well done David Russo!

Didn't seem like a plot hole to me. Whoever it was never saw any mention so I think the "who" was considered less relevant than the fact that they left it there for someone to eventually discover.

I'm not sure what conclusion it would have led to either, since it's not as if the whole fish thing can be traced back to a sort of patient zero case as if it were some type of plague or bizarre outbreak.
