Can normal everyday people stay at The Continental? Like a family of five coming to New York on vacation...or is it a place where only assassins can stay? I ask this because in 4 the boss of the Tokyo Continental asked that his hotel be evacuated immediately upon finding out that the High Table thugs were on the way..

No, they'll be turned away or simply told that all the rooms are occupied. Also, no one just goes to hotels and asks for free rooms. People have been booking online for 20 years now and even before, people usually booked expensive looking hotels through travel agents. When a property is simply not listed, it's not going to be inundated with tourists.
