Both Tourettes and OCD have tics as a key defining feature. They are so closely related that it seems like a combination of the two should be pretty common. Surely they are both caused by a very similar (if not the same) neurological imbalance. Thus diagnosing Phoebe with OCD would be redundant, as Tourettes itself can often include OCD-like tics.
I know that there are multiple cases of both Tourettes and OCD in my family, and it comes from my mother's side. I have a cousin with a more serious form of Tourettes. My brother and I both have mild OCD, and my nephew has mild Tourettes. I always just assumed that the cases and OCD and Tourettes in my family stemmed from one common neurological disorder.
