Last Shot (spoilers)

My family and I watched this movie the other day, and we all interpreted the very last shot, when Ngabo straightens up from drawing water and Sangwa is right there behind him, to mean that Ngabo returned to the village and was reunited with Sangwa. But a review I read said that this was merely symbolic, showing that Sangwa was still on Ngabo's mind, but that they were not reconciled with each other. The reviewer said that Chung was realistic enough to know that complete forgiveness cannot happen quite yet.
This saddens me. I would like to think that people who went through the genocide in Rwanda can heal from the past, even at this point 14 years later, and can form friendships across the Hutu-Tutsi divide.
I have friends in Liberia who just 8 years ago were embroiled in an awful war where neighbours killed neighbours, and children killed relatives. Forgiveness and miraculous reconciliation seem to be the only hopes for a country like Liberia, and many other war-torn countries around the world. If forgiveness isn't possible yet, when will it be?
What do you imdb users out there think?

From what I can remember, the ending is open to interpretation but I did come away with a feeling of reconciliation.
