ultra missions; cant seem to activate the last mission or so

yea hi the last mission that i completed was basically where the ultor guy tells his secretary to schedule a meeting conference and then i also completed the phone conversations on dex but now on my map is showing ultor stronghold at "nob hill - high end retail district" building DDT unlimited. the icon doesnt come up on the gameplay yet its showing on the map
