Burbank address and phone?

So if the cover story is to have a Canadian film crew scout out locations then why have their employer be an American film studio based in Burbank, California? The airport guard even calls the Burbank phone number. Wouldn’t it be safer to disassociate these people from all things American? Why did the CIA take this added risk? Surely there are film studios in Canada that could have provided cover.
