Introducing Andreotti's D.C. Faction

What was the point of Sorrentino introducing Andreotti's MP DC faction in such a 'sinister' tone? (with slow motion and dark, foreboding music) Was it a style over substance thing?

I also didnt get the inclusion of one of the MP's making a gun gesture to the secretary.

At first, I thought it was to make a point that Andreotti rubbed shoulders with less than noble people, but lost that view later in the film.

Any thoughts?
