Damned hard coded subtitles

If anyone knows of any DVD version released anywhere in any language that does not have hard-coded subtitles, I'd be very happy to know about it (as I understand it, even the French DVD has hardcoded English subtitles). Why anyone would do that nowadays is beyond me.
