Why was Dom put to trial???


I could not understand why Dom had to go to trial after they had made a deal. He was a criminal (obviously), but Henry Hill for example, got full imunity and new identity and cases are known where mafia hitmen have been pardoned in exchange for their help. Even if he had to do some time 25 to life seems much too exagerrated.
I also could not understand why were the feds reluctant to make the deal with Brian since they had nothing to lose - they had already made the same deal with Letty!

The Judge overturned the petition to release Dom. Regardless of the deal that was made Dom had to return to jail in order to see the Judge. Which did not turn in his favor as the Judge again overturned the petition.

I understand that, but the feds should have simply dropped the charges - I thought that was the deal. They wouldn't have to go to the judge at all. Like they did with Brian, in 2F2F he was actually looking at jail time had he chosen not to cooperate to bring Veron down. Brian and Roman got their records cleaned, why did the feds back on the deal this time (especially after for all we know his girlfriend lost her life working for them on the same conditions OR she might still be working for them supposed she is still alive)?
Or maybe it is just so the screenwrietrs can have Brian and Dom still on the run?

I was also surprised to see Dom go to trial. I think the Feds didn't keep their word. Brian tried his best to back his friend but the judge wanted Dom in jail.

Did Dom say he spent 2 years in jail ? I know it is not mentioned in the franchise but Dom could have been on probation
