Barney Fife on the wall

I wonder who thought it would be a good idea to put a picture of Barney Fife on the wall at the police station in the scene early on, where they're gathered discussing whether or not they have a serial killer? At about 13 minutes into the movie when Spivey stands up and hands something to their boss, there is a picture of Barney Fife hanging on the wall behind him on the left.

If you doubt it, just type Barney Fife into Google and, bam, first thing that comes up are photos including the identical one used in the movie. They should've used someone more obscure and unidentifiable. Who hangs up Barney Fife at a police station as a, what, role model?!

I've already seen the worst movie ever made, so it can only be uphill from there.

I'm shocked no one has replied to this yet!
I haven't seen this movie but having known the star Mark Thompson from his Mark & Brian radio show, He is a huge fan of the Andy Griffith show and often cites Barney Fife as the greatest TV Character of all time. I'm sure that's where the reference comes in.

Tim, you are absolutely correct. It was an homage to his departed friend Don Knotts.
