Why didn't Amy shoot Charlie when she had the chance?

Basically Charlie has a gun pointed at David's head. But instead of Amy shooting him to protect David, she tells Charlie to drop the gun. But Charlie could have shot him, and it would have been less riskier, to shoot Charlie right away, to neutralize the threat, rather than try to talk him down, especially when there is a gun to David's head. What do you think?
