Why wasn't this movie shot in Placerville?

I watched this movie for two reasons: 1. It's set in Placerville, which is where I grew up and 2. Jared Padalecki played the lead role and I like him because of "Supernatural." I didn't like it very much, but I also didn't hate it. It's not a good movie, but it's also not a terrible movie.

Anyway, why couldn't they have filmed the move in Placerville, where it is set? Right off the bat, it shows young Kinkade riding his motorcycle from Berkeley to Placerville in winter with patches of snow and small pine trees all over the place. That's not what the Hwy 80 and Hwy 50 look like in northern California in winter. Not even close.

On a side note, yes, there really is a western wear/military surplus store in Placerville called "Arian's." Note that it's spelled with an "i" and not a "y." It's the name of the family that owns it. I do think they could have gone with a better name, though, given the nature of the products they sell.
