the ending to this game pissed me off.spoilers
spoiler-the agency was behind the entire thing they supplied all the gangs, and everything, the agency guy sounding like he had this world domination vibe.
It was an interesting ending, and did slightly irritate me, since I thought I was destroying the gangs for good (for once, I usually like to be evil in games) but then it turns out that you were used by an Illuminati-styled Agency.
Oh, well. Let's hope there's a sequal.
