Or maybe Lelouch was eliminating other leaders of Japanese resistance against Britannia. Maybe he wanted to be the only possible leader and savior of the Japanese so instead of working with other leaders he eliminated them.
I think that Lelouch wanted to be really respected so he eventually created TWO identities for himself that would be remembered for centuries and millennia to come. Emperor Lelouch, the most powerful tyrant since Morgoth, as the saying goes, hated by billions but feared and respected by the unethical for his power-grabbing abilities and ass-kicking, and the noble hero Zero, the rebel who saved the world from Britannia.
Only Lelouch could be an evil tyrant quite easily but found it impossible to actually be a noble hero instead of tricking people into believing he was a noble hero. His fear that his fame would be eclipsed by someone else led him to eliminate all rivals in order to be seen as the only hope to save the world from Britannia.
