The idea that people see such atrocities and yet don't intervene is one of the common themes of the film - for example no one in the class (other than Kasper) are willing to stand up, speak out and help stop what is happening, much like a lot of the people on the beach may have seen what was going on but were too scared to get involved. Of course not everyone would be like this but I'm pretty sure we've all seen something happen in our lives where we could have stepped in but hadn't through fear. This idea, to me, plays a big part in the film. Could the other classmates have prevented the eventual bloodshed? Maybe they could have, maybe they couldn't, but I believe it's certainly a question the film raises.

The director, Ilmar Raag, did this movie precisely because he felt guilty since he was one of those bystanders who didn't intervene in bullying. There's an interview about that. Apparently, there was a lot of violent bullying in the Soviet Army (where Raag was a soldier), not unlike the violence in this movie.
