Why didn't Samir go to prison?

The only person who knew he was undercover (Carter) is dead. Carter even said he kept everything off the books so there's no file to prove he's undercover. Everyone else knows him as a terrorist. While yes he did spare Clayton's life and ultimately gave Clayton information, that alone isn't really enough to let him off the hook for the crimes that he did commit, since he can't prove he was an undercover operative. What am I missing?
