Question about crime rate drop


Can somebody please explain why the crime rate would drop because of the invention of surrogates? Obviously, homicides weren't possible anymore (or so they thought), but there are still crimes like theft, burglary, robbery, rape etc. Just because the surrogate goes to work/shopping, doesn't mean it wouldn't need to carry real money to buy food/clothes.. or am I missing something here?

For some reason, I thought they could only watch recordings of dead people. Also, I thought a person could only concentrate either on things his surrogate could hear or things he himself could hear; so if a person is using his surrogate, he won't notice what happens in his appartment unless he chooses to return to his apartment. Isn't this the reason why this "good" guy suddenly turned "bad"? Because the "bad" guy entered his home, killed him and took over his surrogate? You'd think they would invest tons of money into home alarm system since they were afraid to go outside/of getting killed...
