Did Von Jackson also worked for Torrez?

I did not understood the part where Torrez video-communicated with Von. My understanding is that Von genuinely hated Mexicans (unlike Booth, whose "hate" for Mexicans was just an act to hide his true intentions). But then why Von received a call by Torrez?
