Of course there was a plan:

"Given that Marvel is making enough money to buy the moon, how do we get that money?"

Step One: Make lots of superhero movies that make money.

Step Two: Get that money.

Step Three: Repeat step one while snorting blow off of a hooker's unmentionable bits.

Not surprising. Kevin Tsujihara was just focused on cashing in on the MCU instead of just forming an alternative shared universe that could had been its own thing.

Snyder had a plan for his five movies, MOS, BvS, and the proposed JL trilogy

Snyder had a specific idea for his own films (MoS, BvS, and JL 1+2), which are divorced from WB's insistence with the DCEU. I don't think he had any ideas beyond that. I think JL's flaws are shared among Snyder, Whedon, and WB as well.
