It's pretty clear that Pete Doust was the first person to shoot in that sequence. He says something along the lines that enough is enough and something about the old man.
However Doust must be a horrible shot because it's not clear is how Ludlow survived what should have been a fatal shot.
Next Ludlow fired back hitting the flash light.
Danny & his father fire. Their brother/son is hit. Ludlow returns fire and takes them all down with out getting hit again. Doust goes down, Danny & then his father before Ludlow falls down.
Pete didn't even have a weapon. He was just standing there, hands in pocket. He gets shot last.
Danny shot only twice. 1 hit Avery the other hit his brother Harold. Avery took Danny down first then the father than Harold (He must have been confused when he shot Harold because he clearly was unarmed, well for the viewer anyway.

You must have been confused too when you wrote your post : each time you say Avery shot Harold although he was unarmed you mean ... PETE ! Harold was besides Avery and was shot by his father or his brother Danny.

I've been wondering the earth for the last 2 years trying to figure out what was wrong with my life. I finally found it. Fix'd. --- House: I have no idea why you're eating carrots. Wilson: Good.
