Why did he have plastic surgery? I can't think of any reason why Sam would have plastic surgery to look like David, and the film didnt give me any explanations either.

The idea was to get rich.
Randal Stern wanted David Hudson dead and was willing to pay 1 Million Dollars for his death.
Sam Ruben's idea was to take on the identity and especially the face of David Hudson and let himself be taken in by Stern's guys. The corrupt cop Rodney Crown (shown in the beginning, dead at the Hollywood sign) had the order to kill "David".
It was all a setup to get the 1 Million bucks, Stern was told by Sam Ruben where he can find "David" expecting the finders fee to be paid.
The whole plan went downhill however, when Sam lost his memory when graced by a bullet from Rodney's gun.

It is obvious wht Stern wanted Hudson dead. But what I don't get is why the plastic surgery?
I also get the fact that Sam Ruben (while looking like Hudson) wants to be taken in by Stern's men. But since Stern wants Hudson dead, this would mean that Sam Ruben will be killed (because he is seen as Hudson? Where does that leave him then?
I also can't remember, but who killed the real David Hudson? Was it Ruben?
Sam Ruben never found David Hudson. Thus he couldn't earn the money.
This lead him to impersonate David for which the plastic surgery was necessary.

During the climax of the movie when Hudson finds Ruben in his apartment and shoots him Ruben goes through a dream sequence where he regains his memories. In that sequence he explains to the doctor that he has gone looking for Hudson down every road and every alley but cannot find Hudson. He says plastic surgery is the only way.
