It's been a while since I've seen the movie, but as I remember the eccentric things that he does are explained to be him recreating events in order to relive victims' pasts. But I don't remember if him cutting his ear off was part of that.

In the movie he says he did it as a gift to the departing boss. A closer translation to the "personalities" the Mad Detective sees are "devils" or "personal weaknesses". He tells his partner the retiring boss had no "personalities" or no demons or personal weaknesses, that is he was pure and he respected that.
I'm sure the retiring boss treasured the parting gift and "kind" words.🐭
