It's not like there was a big exposition about it, but we can guess. We know a few things. We know that the Cabal had access to mind control technology, that Ashley possibly inherited her fathers genes and that suppressed genes can be "turned on." Yes, Tesla's dormant genes were turned on by the source blood, but it's possible in the realm of the show that it could be done some other way. It wasn't until they used the source blood that she became a vampire hybrid of sorts. Meaning, the source blood was not used to give her teleportation powers.

Perhaps her powers were turned on when John teleported her from the lab back to the sanctuary she seemed like the normal Ashley when she and Henry were collecting the data but if u look close u can see her shaking her head a few times almost as if something was hurting her while she waited for him to download then as soon as they teleported she became disorientated and it was as if a new Ashley kicked in
Why didn't magnus make a connection or stay with her c there was a problem for how long they had been gone and the plasters still on Ashley's arm
gotta be because actress was off the show so didn't care for the little nitpicks fans might see and pick up on

The source blood changed her but she didn't have it in her system until after she teleported
