Anyone find Blood Trail very confusing?
Who was Rock referring to when he said someone outdid him? Is he referring to Eda?

Maybe. When he insisted he had to make a deal with 'The Man', it sounded like he meant the man in charge over Chang, but I don't see any way he'd have contact with him, and no opportunity to ever became apparent. So maybe he meant someone higher up in the US, but he wouldn't have suggested that if he didn't know Eda was CIA.
Rock did seem bent on undercutting Chang, and especially the opium traffic through Roanpur, but in the end apparently Chang's interests were protected enough to thank Rock with a bonus. Maybe the CIA has similar interests, elbowing NSA operations back off their turf and profiting from his operations, and Rock just didn't anticipate that.
Rock seems to have his suspicions about Eda (which were probably all but confirmed by her ability to bring to give Rock what he needed) but she ended the conversation before Rock could put it all together.
From what I got from the end of Blood Trail is that Chang was essentially in control the whole time. Chang anticipated that Rock would do his best to "save" Roberta and to help Garcia, it's in his nature. Chang ended up coming out on top because the US soldiers were away from Roanapur before Roberta finally killed and maimed some of them which means that the US won't come down hard on Roanapur, protecting Chang's (and incidentally the CIA's) interests. Plus Chang sent a message the US to stay out of Roanapur by using Roberta and the Russians, thus protecting his interests and Roanapur even further.
The only thing that I can't figure out is whether or not the drug trade was hurt. My only guess is that the Rip Off church is still bringing in drugs and Chang and Eda's relationship ensures that Chang's interests weren't hurt at all.
