Why do only some people get a chance to confess? light spoilers

Just what I was thinking, there were a lot of people who had a chance to confess and didn't but there was the Mayor of that town who seemed like he would have confessed. In addition there was the nurse who hadn't done anything so should have been able to get out of going to hell. was there not something about how they can get out of it if they repent before its too late? It seems that only the people that think they are in the right get this chance.

I don't think it really matters. There was one episode where the victim began to blubber away all his sins, and it made no difference. After the revenge is granted, even the kindest soul is to be dragged down.

The way I understood it, is that it's more so the person goes to hell with a clean conscience, for lack of a better term. No matter what they're going to hell, it's just I think Ai and her people want them to admit what they've done.
