I am struck by how almost every interior shot in the movie is like a Flemish painting with the light coming through the window and illuminating the subjects.

Sorry, but vermeer was dutch, he lived in delft. The decor is more like van gogh.it plays in the same time. About 1900/1910.
If you really want to know the style of the movie , search for the artist carl larsson.
