Why are the police beating up protesters?


I just flicked to the middle of this movie and I see a strange scene showing police brutality to the tune of a Phil Collins song. There's a boy waving his hands up and down and then some guys go over and join him. I don't get it. Why are the police beating up these people? Can someone explain this, and the significance of the 80s music. Thanks.

Those weren't police, they were thugs hired by the company to bust the strike.
