Who played Holland and Van Owen from Internal Affairs?

Around 73 minutes in we see Holland and Van Owen from Internal Affairs.

I can't see either of them in the movie's end credits, or on the movie's IMDb page. I tried a Google search but came up empty.

Who played those two characters?
