Discrimination against Muslims in those parts of India?

In the scene where Anwar and Udit are on the stairs by the lake, Anwar says something like "At the time of partition Muslims were promised that they would be given equal rights, but that did not happen". I haven't ever been to India personally, so this makes me wonder: is there a high level of discrimination against Muslims in those parts of India?
