You'd have a problem with this right? I mean, you think my yard is your ashtray? I'm not sure what I would do in this situation. I wouldn't go right over and destroy the guy's air conditioning unit, but if the behavior was persistent even after talking to them about it, some kind of retaliation would be in order.

True probably calling the cops or filing a suit might be in session. But you just don't go over and try to take complete control over someone's life over trivial annoyances that can be resolved in a civil manner. Abel was all about controlling others around him to follow ridiculous rules from his power-hungry mindset. Probably why his wife cheated on him. He wasn't civilized enough to be a husband for her.
