That's one of the issues I have with the series -- it seems like their tech did not advance at all over thousands of years.

That's one of the more annoying clichés of the genre, something that IMHO started with "Lord of the Rings" and became part of a standard Fantasy world. There were reasons for it in LOTR, like Tolkien's famous dislike for technology, and immortal elves who presumably interfered with humans' technological development because they didn't want the humans changing their world too much.

GRRM probably deliberately imitated Tolkien, because about 60% of what he writes is either Tolkienish, or deliberately doing the opposite of what Tolkien would have done.
