It's a fantasy culture so I don't think it has to be too consistent.
Well, the Northerners of Westeros are clearly supposed to be Irish based on their accents, and the Lannisters and everyone in King's Landing are clearly a stand in for the British. The Dothraki are a stand in for Mongolians/Native Americans. Pretty much all of the fantasy cultures portrayed in
Game of Thrones are based on real cultures and are consistent in their portrayals. Only the portrayal of the Dornese is inconsistent. I just find it odd that they had Pedro Pascal do a Hispanic accent when he is introduced as the representative of Dorne and then everyone else from Dorne has either English or Arab accents. Pedro Pascal could have done an English accent just fine, but for some reason they wanted him to be the only character in the show with a Hispanic accent. Makes no sense.
