Whoever was the cameraman should have been fired

Damn camera kept shaking during the action scenes, if you use the term 'action scenes' loosely because they were also very poorly choreographed. But good lord, if the fighting sequences were going to be bad, they couldn't have at LEAST gotten a competent shooter to record it all and not act as if he was having a seizure?

The shakes and shivers are purposeful and planned by the director. How do I know that? Because the director approved the final release to the studio, and the studio distributed the film.

If the director did not approve the work of the camera operators, he would not have released it to the studio.

The bottom line is the choreagraphy sucked. Plain and simple

Just rewatched the movie and have to agree, though compared with Jason Bourne movies it's even much worse there which I think is the movie that started this whole "shake cam" action trend in cinematography. So blame it on Jason Bourne franchise
