My theory is based on the fact the show was taken from its original creator and handed off to three different people over the course of time. The second and third seasons were each an improvement over the one before but at there was turnover behind the scenes as far as who was in charge. One change was reportedly due to ill health, which is unfortunate. But when people are put in charge of something that's not their vision, not their baby, there does seem to be less passion involved. The last "season" was workmanlike at best and smacked of someone trying to show the network they could handle the assignment while getting the show off the air as quickly as possible so USA could throw out something new for less money.
Really disappointing in my opinion. Both the writers and the network teased the fans and then dropped them down a dark hole. I've no idea how the show that replaced IPS did or is doing.
