Is south italy really this poor?

I was shocked by the third world conditions of the houses and infrastructure! Are vast areas of Naples region really this poor? (I have been only in the north, Milan/ Verona and they were like any other european city)

Bits of Napoli are, look up "Via Brecce a S. Erasmo" in google maps and "street view" it

Also you can street view the area where the flats are https://www.google.co.uk/maps/place/Le+vele+di+Scampìa/@40.8983186,14.2390847,17.14z/data=!4m8!1m2!2m1!1svegle+napoli!3m4!1s0x0000000000000000:0xa50c7cfa385ef83a!8m2!3d40.8986935!4d14.2393347

It's true that southern Italy is worse off.
But remember - these are areas outside the city center.
Most large cities have some *beep* suburbs.
If you go to Naples as a tourist you'd never notice, as you'd just be strolling round the pittoresque old town alleyways and market places.
For all we know there could be terrible suburbs outside Milan and Verona but as tourists we'd never see them.
