Internal Affairs cop

Who was actor playing internal affairs detective? One with long hair, looked a bit like an ex-boxer. He is one who questions and warned him after bus incident, and again at end, works with the troubled detective's girlfriend. I don't see his picture in actors list, and can't remember character name in movie.
