Ending Question (SPOILERS)
At the end of the film, who was the assassin working for? The Empress, the Qing lords, or General Ho?

During the final fight between Wuyang and Pang, Pang suddenly appears to experience a flash back which seemed to indicate (to me anyway) that the duplicit Empress arranged for an assassin to kill him during the inauguration ceremony. The fight enabled him to cover his tracks so to speak.
