Exactly how were they planning to spend the money?

Seriously, what were their plans? You can't just go around spending the stolen money, it would be traced back to them very quickly. Money in that quantity is pretty much useless unless you have a way of laundering it. Crispy, fresh off the press bills with every serial number noted. I don't think even the mob would touch it.
