UN Chief: Encouraging Words; Visits Darfur, Chad, Tripoli

According to this article, his visit is scheduled for Sept. 3-9, if I have that right. On the 9th, he is to talk with Kadhafi in Tripoli. I am wondering if this will be at all effective, or will they simply camouflage their operations and make happy talk with the UN until Ban Ki-Moon has left. Then back to looting, plundering, and killing as usual???
