The little guy with the script

I have seen him before.

He was a regular on a Canadian talk show for a while where it has a panel of guests who discuss their opinions on current events and he was in the background, usually giving sarcastic responses whenever they ask his opinion on something. Didn't usually say much though.

It was like a lamer Bill Maher show kinda, except no studio audience and usually the guests were comedians or second-rate actors.

I remember I used to watch it somewhere between 2003 - 2005 and I doubt it's still on the air.

Does anyone know what I am talking about and what the name of the show is called? I know the comedian Kenny Robinson was on the show quite a few times. But the little guy was on every episode.
