Is it just a trick of rolling shutter or does the Dominator have three sets of winshield wipers? I can't even begin to dream up the engineering for something like that.

I think it has two sets. The Dominator is basically just an SUV with a "shell" over it for protection. The "shell" has its own windshield and windshield wipers as does the SUV.
