Did Svartman finally get promoted?

I always thought it strange that Linda got promoted to CID on what felt like her second day as cop while Svartman was stuck in uniform till the very last episode and even then that might just have been because he came in on his day off for Kurt's announcement.

Was his character expanded on in the books?
