Was this supposed to be a comedy?

I was totally dumbfounded by this movie. My friend lent it to me not telling me anything about it other than that it was a Japanese horror movie. I was expecting it to be something similar along the lines of the Ring or the Grudge. Right from the start it was just too ridiculous to be taken seriously. I mean, hair killing people? Please. Then I was like, what is this? It is supposed to be a comedy? It wasn't really funny though. I just didn't get it...

I asked for ketchup, I'm eating salad here!

I figured it was supposed to be a mixture of Horror and Comedy. I think it's blatantly obvious once you see the creepy hair guy singing about hair.

I get it up, I get it up in the dark, I make her feel I'm not a holy man

Doesn't really seem to fit into a genre. Just enjoy it!

It's a horror movie parodying other horror movies. So it's kind of both a horror and a comedy. It probably helps if you're already kind of familiar with Japanese horror.
