Not dumb, just very self-interested.

On this I must agree. Let's see: leaving the boy unattended in the dessert, falling into a drunken sleep while your kidnap victim is loose, leaving off the "do not disturb" sign on your motel room/kidnapping lair, bragging to a complete stranger in a foreign land how rich you are, following the kidnappers with no game plan, getting yourself kidnapped, being the only one in the AA group to believe Elena, losing the money!

I don't necessarily see her as dumb, per se. Just calculating yet in way over her head.

I think it's more that Julia was way out of her element, inexperienced, and quite naive about the complex underworld she stepped into.

And she was kinda crazy.

OK...and common sense wasn't one of her stronger traits.
