The hairstyle, the earrings, the suit - I realize the movie is riffing on action movie tropes - but his whole look is so anachronistic at first I thought The Bad was supposed to have travelled to 1930's Manchuria from the future. Is it a reference to some Korean movie character?

As for the clothing and hair cut the OP mentions, I'll agree that I was thinking about it, but I ended up with accepting the suit as possible for a guy willing to stand out as much as "The Bad" would want to do.

But still, that's basically an anachronism, just an error. It's not a noticably more modern car than the time period.
I don't think they were that concerned with historical accuracy either, but the film isn't filled with all sorts of time periods. It's 30s, maybe leaking into the 40s a bit.
